«ចាប់ដៃដ៏គ្រោះថ្នាក់បំផុត»

ក្រោយពីបទឈប់បាញ់ដែលភាគីកម្ពុជា និងថៃបានឯកភាពគ្នា ចូលជាធរមាននៅវេលាម៉ោង ០០:០០ នាទី ថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ ប្រជាជនកម្ពុជា និងកងកម្លាំងជួរមុខសង្ឃឹមថា ការបង្ហូរឈាមនឹងត្រូវបញ្ចប់ ហើយសន្តិភាពនឹងចាប់ផ្តើមវិលត្រឡប់មកវិញ។ ប៉ុន្តែ នៅព្រឹកថ្ងៃដដែលនោះ មានការរាយការណ៍ថា ទាហានថៃបានចូលមកស្នើចាប់ដៃជាមួយទាហានកម្ពុជា បង្កើតបរិយាកាសដូចជាការផ្សះផ្សា និងការបញ្ចប់ការប្រឈមមុខដាក់គ្នា។ បន្ទាប់ពីនោះ ភាគីថៃបានធ្វើការលោមព័ទ្ធ និងចាប់ខ្លួនយោធិនកម្ពុជាតែម្តង។
ក្នុងចំណោមយោធិនកម្ពុជាចំនួន ២០ នាក់ មាន ១៨ នាក់ត្រូវបានចាប់ខ្លួន ម្នាក់បានស្លាប់ និងម្នាក់ទៀតអាចរួចផុតពីការចាប់ខ្លួន។ បន្ទាប់មក យោធិនទាំង ១៨ នាក់ត្រូវបានឃុំខ្លួនក្នុងនាមជា អ្នកទោសសង្គ្រាម (Prisoners of War – PoWs) រហូតដល់ថ្ងៃទី៣១ ខែធ្នូ ឆ្នាំ២០២៥ ទើបត្រូវបានដោះលែងវិញ ក្រោមកិច្ចខិតខំប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលកម្ពុជា និងសហគមន៍អន្តរជាតិ។

ហេតុការណ៍នេះបានបង្កឱ្យមានសំណួរមួយចោទឡើងថា៖ ប្រសិនបើបទឈប់បាញ់បានចូលជាធរមានរួចហើយ ហើយការប្រយុទ្ធបានបញ្ឈប់ តើការចាប់ខ្លួនយោធិនដែលស្ថិតនៅក្នុងតំបន់ដែលកម្ពុជាចាត់ទុកថាជាទឹកដីរបស់ខ្លួន អាចត្រូវបានចាត់ទុកជាការចាប់អ្នកទោសសង្គ្រាមដែរឬទេ?
សម្រាប់កម្ពុជា ហេតុការណ៍នេះត្រូវបានមើលឃើញថា មិនមែនជាការចាប់ខ្លួនក្នុងស្ថានភាពប្រយុទ្ធទៀតទេ ប៉ុន្តែជាការប្រើប្រាស់ភាពជឿទុកចិត្តក្រោមបរិយាកាសបទឈប់បាញ់ ដើម្បីនាំទៅដល់ការចាប់ខ្លួនយោធិនកម្ពុជា។ ការឃុំខ្លួនរយៈពេលជាងប្រាំខែ បានបន្សល់ទុកនូវស្នាមរបួសផ្លូវចិត្តដល់យោធិន ក្រុមគ្រួសារ និងសង្គមកម្ពុជាទាំងមូល។
«ការចាប់ដៃ» គួរតែជានិមិត្តរូបនៃសន្តិភាព និងការជឿទុកចិត្ត។ ប៉ុន្តែបើការចាប់ដៃត្រូវបានប្រើជាមធ្យោបាយនាំទៅរកការចាប់ខ្លួន វានឹងក្លាយជានិមិត្តរូបនៃការបាត់បង់ទំនុកចិត្ត ដែលអាចប៉ះពាល់យ៉ាងខ្លាំងដល់ការកសាងសន្តិភាព និងការជឿជាក់រវាងភាគីនាពេលអនាគត។

ហេតុការណ៍នេះនៅតែជាប្រធានបទដែលទាមទារការបំភ្លឺដោយតម្លាភាព ការពិនិត្យដោយឯករាជ្យ និងការទទួលខុសត្រូវ ដើម្បីធានាថា ការអនុវត្តបទឈប់បាញ់ និងការការពារយោធិននឹងត្រូវបានគោរពស្របតាមច្បាប់មនុស្សធម៌អន្តរជាតិ និងដើម្បីកុំឱ្យហេតុការណ៍បែបនេះកើតឡើងម្ដងទៀត។

“The Most Dangerous Handshake”
After the ceasefire agreed upon by Cambodia and Thailand entered into force at 12:00 a.m. on 28 July 2025, the Cambodian people and frontline forces hoped that the bloodshed would end and that peace would begin to return.
However, on the morning of that same day, it was reported that Thai soldiers approached Cambodian troops and offered to shake hands, creating the appearance of reconciliation and an end to hostilities. Soon afterwards, the Thai forces allegedly surrounded and arrested the Cambodian soldiers.
Of the 20 Cambodian soldiers involved, 18 were detained, one was killed, and one managed to escape. The 18 detained soldiers were subsequently held as prisoners of war (PoWs) until they were released on 31 December 2025 under efforts of Royal Government of Cambodia and International community.
This incident raises serious questions. If the ceasefire had already taken effect and active fighting had ended, could the detention of soldiers located in an area Cambodia considers part of its sovereign territory legitimately be treated as the capture of prisoners of war?
From Cambodia’s perspective, this was not a battlefield capture during active combat. Rather, it was the use of trust created under the ceasefire to facilitate the detention of Cambodian soldiers. Their confinement for more than five months caused profound distress to the soldiers, their families, and Cambodian society as a whole.
A handshake should be a symbol of peace, reconciliation, and mutual trust. But when it is used as a means to lure soldiers into detention, it becomes a symbol of betrayal and shattered confidence. Such conduct can seriously undermine future peacebuilding and damage trust between the two sides.
This incident therefore requires transparent clarification, independent investigation, and accountability. These are necessary to ensure that ceasefire commitments are respected, that military personnel are protected in accordance with international humanitarian law, and that such an incident is never repeated.
